The photos in the video are not of "I Love You" as is quite obvious by the folding of the thumb. If "I Love You" was intended, the thumb would be spread out from the center of the hand. "I Love You" is a combination of three ASL letter "I", "L" and "Y", and it is the extension of the index and thumb fingers that forms the "L".
