This is called a hydram. There's a nice wikipedia article on this pump, and the newer versions do not use the big air tank on top (air compresses, water does not).
@jib1000 The point behind this is that it is able to pump the water coming out the blue tube up a distance greater than the source flow was. For example, if you have the source of water being ten feet up a hill from the pump, the water flow coming out the blue tube is able to go say 20 or 30 feet, though much of it is lost in the mechanical process that makes the pump work, hence the secondary splash of water from the base of the pump.
it would have been nice if you actually showed how it worked.

@jib1000 lol in this one...... but the output pressure is much higher so you will get less volume at higher elevation.
