Never underestimate the value of PR and striving for good relations. Also, check out the Oath Keepers, and Occupy in cities where the police refused to just follow orders, like Albany New York where they refused to arrest protesters. The problem is the superiors giving the orders - the chain of command - when laws are contradictory, e.,g 1st Amendment rights vs. local by-laws -- where they must decide which interpretation to enforce. All cops are not the same.
