Well, they're paddling, as they say... but I suspect they're picking winkles. I saw a restored version of this, among others, at a film archive screening today, and it looked like Super Hi Vision compared to this clip... but I did see it on the big screen, too. Of course there's the certain magic about limited quality - until you can get better quality... I'd upgrade to a time machine if I could
@mickeymoo26 its not that they were moving that fast in real life. it has something to do with the cameras back then...made everything look and sound faster than in reality.
The moment I first saw the video I couldn't help but utter a "Wow". I wasn't aware that films were shot in sepia back then, and they look better than black and white ones, like vintage photos come to life.

there are actually two piers in this film. The Palace Pier being built and the old Chain Pier behind it.

Brighton Pier (then called Palace Pier) was started in 1891 and finished in 1899. By 1896 there would have been a significant structure there, yes.
