It's in Eb basically; he may be using drop tuning. I don't play guitar.=0 On keys the following seems to work:

Verses

Eb > Ab > c minor > Bb

Chorus

Ab > c minor (repeat), Ab > Eb (Bb in bass) > Bb

Experiment with that, and have fun.

As others have noted, thanks to Pandora for putting this tune in my ear. His songs have a haunting, beautiful simplicity that belies the complexity they sometimes contain. Try counting the measures to Los Angeles, for example.
