He didn't actually get the horn.
He just took a recording of it and mixed it in with the game. I actually can't believe you guys never saw that. It's so obvious!

Actually, if you get all of the stunt jumps you get a unique vehicle. It's just a tangerine orange bootlegger but with decals you can't get. I know this because I've done it.
