Down on his luck later, often bankrupt, often divorced, he's known now as the voice of Jiminy Cricket in Pinocchio and for singing "When You Wish Upon a Star," 1940 Academy Award winner and Disney theme song. Died destitute in 1971.
There's speculation as to the name of the adorable blond. My guess is Sally Eilers who is listed by IMDB as appearing in this short, Starlit Days At The Lido. Eilers, who resembles the girl, died fairly young of heart disease after a long illness in 1978, according to bios (but of course)

A magicians' site discussed this clip and thought the girl was probably a professional manipulation artist but they couldn't decide who she was.
They think she's palming the cigarettes. Not trick photography.
