By the time GTA IV came out Tommy should be dead, we seen Vance die in the intro to vice city, CJ could possibly still be alive since there's a billboard of him in GTA IV and there should be a strong possibilty that Claude is alive. He should've made a cameo in GTA IV though, maybe as a member of the Lost MC's.
