They do give photographers a hard time on Metro, I was railfanning the system on Labor day when I brought out my video camera to film a Red Line train arriving at Fort Totten when a metro policeman almost had me arrested (I had to wait for the next train). I afterwards talked to a Blue Line operator about the incident and he didn't see a problem with me filming the system just as long as it wasn't around the Pentagon.
It just depends on who you meet, the cop could have been overeager.
