I don't get it. I do the speed test and it usually comes out at about 1.2mbps. However, I open Steam, start downloading something, it will download at about ~140kpbs and 2wire says my speed is 37kbps...

Make sure you not getting it confused with metabits and megabytes though ;) but overral even 425 megabits is really really good lol.... 2.6 mbs is good(megabytes) and if its megabits, then do 2.6\8 = .325 so that means you download .325 mbs per second which is good... 8 megabits = 1 megabyte ;)
