And @thebestmyhay above me. Your clock speed isn't bad. It's actually good. But DDR1 RAM isn't going to cut it at all. DDR2 is basic and DDR3 is the new thing for gaming computers. Most newer graphics cards use GDDR5 memory. Just so happens I got luicky and the 9400GT has a refular PCI bus so I will be able to use it. If you need something good but not expensive, try the 9400GT. :P

@Killerkrad1 Hey, I was recording this with FRAPS. FRAPS significantly decrease frame rate within a game so when you are not recording you should see a large gain in FPS - making the game looking smoother :)

It isn't really done by the Memory size but what chip it uses. This uses one of the very low end ATI card chips, HD 3450, this is definitely NOT a gaming card and for a game like GTA IV i think it copes very well. You also have to take into account when recording games the Frames Per Second drop and i had to decrease the quality.
