So yes, the majority wins, but technically the minority gets no vote in that area, their voices and opinions are never heard. The electoral college is BS.

As providing for the public health and safety is not an exclusive power of the national government, centralized healthcare is unconstitutional and legality of substances such as the aforementioned "drugs" is completely up to state legislation.
