This all depends on how it is measured. Sound tests sould only be used to compare the cards noise levels, rather than giving absolute measurements. The reviews that recorded high noise levels did so across all cards, with the 480 coming out ahead of the 5970 and 5870, which is accurate.
with my thermalright spitfire my 480gtx only goes to 66c @ 100% load at less than 20dba!

Yes, and many websites have said that the 480 is the noisiest card so far.
In my view almost all card ship with too small high-rpm fans. One almost always has to purchase third party coolers to get it reasonably quiet.
