very good and informative video. as someone else suggested, editing out the intro would be a benefit. It would be beneficial to forward on this video to help the cause in a professional manner. The demographics that should be reached should also be non-users. After all, this bill could help the struggling California economy in general. It could also set a milestone for changes on a federal level.

My only suggestion would be to cut out the first minute - the star wars theme, rough cut to rock, and media montage REALLY hurt my first impression, and I was very close to not even giving the video a chance. It just seemed so amateur, and I immediately began questioning it's merit, before anything had even began.
Just cut out that first minute, and it'll be perfect.
