you are right about the clear speech and the Amazons, like the double yellow headed amazon parrot, speak very clearly. there are similarities between how humans and parrots speak and makes us the only 2 "known" species with the ability to talk. and it has been established and acknowledged that parrots intelligence is that of a 3-6year old human, thus they can convey thought and tell us what they want, and some species like the Congo African Greys can construct their own sentences.

Excellent question. For one thing, birds don't have a larynx. So, it would seem that they're speech is brought about by constrained whistling. It's a wonder that they can 'talk' at all. Mind you, African grey parrots seem to be able to talk quite a bit louder and clearer. (BTW, if you haven't seen/heard Alex the (African Grey) Parrot talk yet, I highly recommend you search for 'Alex the Parrot' on Google. You'll be amazed at his past speech abilities and intelligence.)

I'm afraid I can't help with that. As far as I know, it's pretty much hit and miss as to which ones will end up talking. The only tips I could add is that: (1) when you do buy a budgie, have only one in the house--otherwise, they'll just chatter with each other; and (2) pay lots of attention to the bird, build its trust to the point where it will easily perch on you, and spend a lot of time over 2 or 3 weeks repeating the same 1-3 phrases to it over and over and over again.
@jvschouwen Birds actually do have a larnyx, they just don't use it for talking like humans do. They use a syrnix to create vocal sounds by moving flaps of skin that vibrate when air is moved past them.

If you really want to be amazed, Google "Alex the Parrot" and see what some African Grey parrots can do. BTW, Dr. Pepperburg (Alex's main trainer) was unable to get her first budgies to utter a word, let alone communicate (as Alex did). The parrot family is filled with incredibe creatures and, luckily, not all that unique.
BTW, here's an interesting fact that you wouldn't notice on your own. Did you notice Duchess speaks to my curled finger? Though she would 'talk' when in her cage (in her own time), it turned out that she was particular about speaking on command. I found that, for some reason, she would respond very positively to the curled finger whenever she perched on me. (I'm left to wonder if it had something to do with mating.)

Years ago, I had a cockatiel that would only sing complex tunes around strangers and most people that weren't me when I cupped my hand and put it over his head. Kind of accidentally discovered. He was self conscious I guess :)

However, even if you have only one, whether or not they talk depends on how interested and trusting they are in you (see my previous comments). You have to build a trusting & close relationship with it. The budgie prior to Duchess never wanted to talk, though I could get it to do a few whistles. (Also, some like to play in various ways, and some are more restrained.)
She hung around near the house replying to my calls, but stayed in the trees. Since the trees were bare, we could clearly see her. After sunset we could no longer see her and she stopped replying (not unexpected). Sadly, that was the last we saw or heard of her. I doubt that she would have survived the cold winter night.
Sadly, Duchess flew out thru the front door several days ago. Never believe that your bird wouldn't try it--their instinct is much stronger than their attachment to you. (If you're really lucky, they may try to return.) Unfortunately for us, it was -3C/26F outside when she flew off--quite cold for a budgie, but possibly cold enough to prompt them into making a bee line back into the house. Whether she wouldn't or couldn't return, we don't know.
We also thought that only males talked, but that's not the case. You do have to be careful to only have one budgie (otherwise they just squawk at each other). Of the 5 budgies I've had since my childhood years, this was the only one that talked. The previous one mimicked whistles (e.g. a cat call), but never had any interest in talking. Duchess was very, very young when we brought her home--and I think that's the other secret.
We had to put her food at the bottom of her cage because she couldn't find it in the feeders. The early hint that she was very likely to talk was her sociability with me. As she got a little older and built up the trust, she would come to my shoulder and edge herself over so that her beak was right at my mouth, eagerly listening to what I was saying. I also tried to mimick the sound of a talking parrot--you know, the "polly wants a cracker" way of talking.

(If you're really lucky, they may try to return.) Unfortunately for us, it was -3C/26F outside when she flew off--quite cold for a budgie, but possibly cold enough to prompt them into making a bee line back into the house. Whether she wouldn't or couldn't return, we don't know.

We also thought that only males talked, but that's not the case. You do have to be careful to only have one budgie (otherwise they just squawk at each other). Of the 5 budgies I've had since my childhood years, this was the only one that talked. The previous one mimicked whistles (e.g. a cat call), but never had any interest in talking. Duchess was very, very young when we brought her home--and I think that's the other secret.

We had to put her food at the bottom of her cage because she couldn't find it in the feeders. The early hint that she was very likely to talk was her sociability with me. As she got a little older and built up the trust, she would come to my shoulder and edge herself over so that her beak was right at my mouth, eagerly listening to what I was saying. I also tried to mimick the sound of a talking parrot--you know, the "polly wants a cracker" way of talking.

Aw I love it she is so cute her voice is so clear My mickey was listening so close to her.I guess he liked it as much as i did I'm sharing your budgie for sure and a sub and a fav in my book 5/5*****
