Yeah I think Woolton Tom is right. From what I can tell he's just turning the volume down slightly and then up again really fast. It gives it some dynamics. It gives it that "fading out" effect at the end of the arpeggios and then coming back in again.

Tom Morello is a very talented guitarist. I'm so tired of people saying all he does is "whammy and random effects". Listen to the solo on "Settle for Nothing." Or the solo on "Take the Power Back." That's some great guitar playing. Yeah he uses alot of effects but he reinvented the way guitar can be approached, and was a huge innovator for his instrument. Who says you have to follow the rules and just strum chords when playing guitar?Besides he is one of Matt Bellamy's influences.

Oh yeah. I think the two biggest influences are Jimi hendrix and Tom Morello. You can especially hear the Tom Morello influence on "Origin of Symmetry." Like on "Hyper Music" you can hear it in the pre-choruses and choruses. You can also hear the Hendrix influence on songs like "The Groove."
