They are pushed in strollers, dressed in clothes, there are cafes here where you can take them with you and they can have a meal as well. some stores offer special carts that your dog can sit in while you shop. Japan loves their dogs. Just because a helicopter could not land on a mass of moving water doesn't mean they hate dogs or do not care about them. Japan has rescued countless since.

I have left my dogs for 12 months once before. They remembered exactly who I was the second I walked into the yard. Those dogs would not have forgotten their owners just yet, they have formed new allies for protection (Bigger in numbers), the same common actions even in HUMANS... The dogs are doing EXACTLY what us humans would do. Humans are also animals, just because we can think on a higher level does NOT give us the right to abuse or put animals into harms way.
