Legally, its tax payer money thats "buying back" those distressed properties. The banks wouldn't have them if it werent for tax payer money. So why not let tax payer money help the poorest Americans? Tax payer's like myself DO help the homeless -we pay for things like welfare, unemployment pay, food stamps, etc. Jesus said help the poor, but that does not mean we enable the poor to take advantage of hard working, tax paying, law abiding citizens. That isn't helping them to be a better person & have a better life... they need to earn their money, pay their bills - like everybody else.

Just like Jesus said "help the poor", the Bible also says, " if anyone is not willing to work, then he is not to eat, either. For we hear that some among you are leading an undisciplined life, doing no work at all, but acting like busybodies." (2 Thessalonians 3:10-11) So clearly Jesus meant help the poor to find a means of supporting themselves.

Yes, some laws aren't right, but we are to follow them like it says in Romans above - except when it is directly against scripture.
