That's because of a special request from the FCC saying that the two-tone sound should be occasionally skipped. Not many EBS test videos exist that don't have the two-tone sound. This is one of them. (Either that, or it's been edited by someone else to take out the two-tone sound.)

@VikutaaChyaaruzu - Right the 2nd time...this had the tone originally, but it was edited out by its original poster (tvnewsman).

Interesting. I have an EAS test capture that has NO TONES OR MESSAGES WHATSOEVER... but that's cos I caught it really late, and all you hear is signal hiss.
