The word khimar in surah Nur clearly refers to the headcovering/headscarf. In the days of jahilliyah the women would wear a khimar (see Surah Nur ayah 31) and they would wear it by drawing it behind their backs, thus revealing their neck, ears, forehead and upper chest. This ayah clearly states that Muslim women need to draw the khimar over their 'jayb' (or upper chest). Allah's command is clear, their is no doubt. Women are required to cover the hair and upper chest.

brother you should understand that the hadith is part of the dhikr, just as important because you find repeated in the Qur'an "Obey Allah and obey His Messenger". You cannot just follow/understand Qur'an alone! As habib mentioned our knowledge of the details of salah comes from Al-Miraj (hadith). Qur'an is the criterion to judge between right and wrong, the Messenger (saw) was the example of how Allah (swt) wanted us to obey His laws. As Aisha (ra) said "the Messenger (saw) was a walking Qur'an"
