If this is a no-D.Q. match, then why was the referee trying to stop Bob Sweetan from using the steel chair on Dibiase ealy in the match?

I have always loved taped fist matches! You can use the closed and taped fist all you want and the ref can't say or do anything about it. Very classic wrestling action at its best!
