It's better like that anyway, because a "bar" is a concept that exists in the score, not the song, so it can be manipulated (by writing down the same song a different way), and then how many aspects of those bars are the same also makes a difference (is the rhythm different ? how much ? are there any different notes ? different chords ? etc)
