After your comment, I took a look at F-Zero.

I'd say they are similar, but I won't call it a rip-off.

A rip-off, in my opinion, is something that is sold for a LOT higher value compared to it's normal value WHILE in stock (so it's not a very rare item or etc).

They are two different games.

Think of it this way:

will you say Tekken is a rip-off of Street Fighter or vise versa?

This game is called "Wipeout Pulse" for the PSP.

Well, if you have a PS3, I would recommend Wipeout HD and Wipeout Fury (Add-On).

They also have Wipeout Fusion for the PS2, but I wouldn't recommend that, I don't really like it.
