Using plastic as a road surface which will cause a lot of quick wear is about the worst thing to do with plastic. That will speed up the process of plastic chemical compounds entering into the food chain.
So lets get this straight. First there are many different types of plastic. That being said most don't bio-degrade to organic compounds. Instead they stay a polymer or chemical compound for many years. So it's always plastic no matter how small a piece, even microscopic pieces.
Plastics main point of concern is that it breaks down into little pieces of plastic where animals eat it causing it to enter the food chain. By the way plastic also absorbs other chemicals like PCB's.
