You can take them over by getting enough popular support, for example, by setting low taxes, taking cities, when you get enough support, you will get a message saying 'A chance for power, then you must attack the SPQR, which will get you kicked by the roman senate, this will declare war with all other roman factions, and the SPQR. A good time to do this is after the marius event, and make sure you have more cities than the other romans first, you should watch out for the Brutii. Please rate 5 !!

Yes, you can continue playing until everybody is wiped out, or the time limit ends.
SPQR, brutii and scipii are only the beggining.
I will do the end of my walkthrough soon.
