Go to items, then weapons, then hover over your enchanted weapon. There should be the basic drop, equip, etc options at the bottom of the screen, but along with it should be the option to recharge. (RB is the recharge button in my case as I play skyrim on xbox) you then have to select which soul gem to use to recharge it. The bigger the soul gem the higher the amount of recharge.

If you want to buy a house you need to do the Wolfqueen quests and then do 1 quest for the Jarl :)

Hey guys i just want to say this works for other houses too u dont need the shout u only do that if ur a slow newb im not sayin the guy is but thats wat the newbs do but if ur quick when u buy it hit B if ur on xbox or whatever ur bak button is then go to a chest or somthing nearby that u can store stuff in put ur money in wait till hes done talking take it out and ur done this works with getting decorations hope this helped
