As for the graffiti...it can always be in the most wacky places. In one of the subway systems here in San Francisco, you can see graffiti on some of the tunnel walls, and the streetcar (it doubles as a subway railcar) takes up most of the space of the tunnel. Graffiti on that bridge is more crazy than what I come across here.
I have seen several places on the NEC where it was obvious the vandal had to cross several tracks in high speed zones to get to where they sprayed their graffiti.
Jesus! This makes me want to ride the Acela even more! Too bad there's nothing like that in California...there will be though probably but it'll be like 8 years from now :P. Back in I think '05 when we drove from New York to JFK Airport at night (the skyline was beautiful!) I think we passed by a bridge like this, and I saw the Acela come past, that was back then when I wasn't a railfan haha.
Have you ever noticed the graffiti on the bridge? Sure it would seem obvious that some idiot would do that considering the nature of the area, but when you really think about it, actually climbing up there for the sole purpose of vandalizing the bridge is extremely hard and very dangerous. It just shows how stupid people are. Anyway, great video.

I read in TRAINS once that there are stairwells to the top in the supports or something, but I doubt they're open to the public
