Cutting costs is useless if customers have no money to buy anything with. Henry Ford said "I have to pay my people enough to enable them to buy my product". Duh. Look where cost-cutting has gotten us: biggest recession in 70 years. Cost-cutting is a sign of dying companies. Apple still hired highly-paid north Americans. Did I mention Apple is booming?

Which is one more reason America is losing competitiveness: foreign students have access to our schools and our own people don't. If we don't educate our own people, how can we hope to "remain competitive"? Most students from India and China cheat their way through school anyway. It's a well-known fact. How does bringing foreign students to USA, educating them, then sending them home to compete keep USA competitive? It doesn't - it makes THEM more competitive.

American kids don't want to enter these university programs because they no longer perceive a degree in CS/EE as a ticket to a good paying job. Therefore, universities are filling these slots with foreigners who are misled into thinking there is demand.
