The first punk bands played "basic" music (see: Ramones, etc.). It was to prove that you could make music even if you weren't a virtuoso, making music available to anyone who wanted to play it.

Riot-grrl took it further in women taking the stage to promote girls being more of a presence in the largely male punk scene. So, they can't play their instruments. The idea is to encourage girls to not be afraid of being up there in the first place. Maybe, they'll inspire some future virtuosos.
