The level cap boost patch coming in October is also rescaling the levels in the original game and Zombie Island. In other words, they're fixing the enemies to have correct levels to keep up with the player.

He is just a character that the fans attach to easily. Just hearing a 'Heyoo' and gunshots is enough to cause laughter, and add in the fact his name is Steve. I don't know why, but seeing a wasteland baddie named Steve is lolsworthy.
