Please sight your source on that. If we go by this video, Barney was not for the R's "regulations" as they did not do enough, but in the end got a few minor compromises and signed it. He was for a higher level of regulation, but as R's rules the house senate and WH, there was little he could do.

I understand, unfortunately, as has happened throughout history, the freedoms are then taken away by those with more education and more ability to utilize the 'power'. The government stands back and the poor go hungry and aren't able to care for their health.
