The producers were not keen on tamil actresses may also be majority of Tamil women were not 'fair' in color in comparison. A bias even now. @pobox101 I guess you are looking at the cream of the crop. Every race has beautiful and ugly people. In the West most of the whites are pale ugly. Only a small percentage are good looking. In India with 1 billion plus people you will find the most attractive women and handsome men but a big percentage, perhaps 90% that are not so good looking. It is just simple statistics. In the black Afroamericans there are quite stunning beautiful women and some very handsome men but most are not attractive.

Tamilian prototypes do exist though they are very rare now. I think you are puzzled by not so much the looks but the striking diffidence in colors. Often Tamilians (and for that matter all Dravidayans) are believed to be dark in complexion. Yet MGR, Gemini Ganeshan, Ashokan, Jaya Shankar and Nambiyar of yesteryear were all fair in complexion.

Of course the former are the stereotypical Tamilian models while the latter are the typical southern women who cannot be claimed to be "good looking" as you would have us believe.
