I´ve got a tortoise, too and once i cleaned the bathtub and filled it with water to clean my tortoise, my father taked the tortoise and played with it near my ass.... Then it bites me! I think they begin biting your hand after they mark you as a food source. When they start to recognise you, their like... ME WANT FOOD NAO. -Munch-

I think it only hurts depending on how their beak is. One of mines has a blunt beak, and it doesnt hurt a bit. The other one I have has a very sharp beak on its lower jaw, and it CAN give a bad nip.
