you might need to use some full ceramic bearings silicone nitride si3n4 .. those are good for projects like this.. i mean very very low friction. magentic bearings i think they are to expensive and may also missinterpret your work.. hope you dont want to enrich uranium or so :))) or do you?

Someone needs to get a cam run off the spindle to lift the magnets out of the lock lag portion of rotation. We are exploring here a Natural power not a man made one.

No, it won't. Pretty much everyone that has put any thought into magnets comes up with that idea, to put magnets at an angle to push a rotor. This arises out of a misunderstanding of magnetic fields.
