oh dear god. It's based off of the RBMK reactor. "Yes let's all use graphite as a moderator than have a catastrophic accident. Won't that be fun?" And explaining it all the NRC will take like 500 pages of paperwork. Not to mention countless lives will be lost and/or altered forever. The RBMK came decades after B-reactor and had a fundamentally different purpose, this reactor never produced any electricity and was designed with 3 sets of shutdown mechanism that didn't require electricity to prevent a runaway reaction...
