The purposes of the people backing away are 1) they did their job and got him away from harm 2) EMS was on the way and 3) unless being a trained professional, you don't just go moving injured people around like a sack of potatoes.
And to MrOnark, the cop wasn't just walking away. In the full video he comes back with a fire extinguisher doing the best he can to keep the flames away from the injured motorcyclist.
