The tool he used is just a Tap Extractor. Its used when a tap (used to make internal threads) is accidentally broken-off in a bored hole. The fingers (3-finger or 4-finger) are used to wrap around and squeezed together and rotated until the tap is removed.

they work much better when you adjust the nut
on the tension tool so it does not contact the first set of pinstacks.
(it is threaded,and when you unscrew the nut,
the grip collar set screw can be loosened,and you drop the collar down to that point.)
