The song was inspired by hicks and his comedy?that's new ,but I know that tool is a big fan of hicks. Radiohead is also inspired by him as well. I first figured it out after listening to hicks and seeing him in the artwork for AEnima. I first thought the 3rd eye excerpt was Maynard.

The song is from Tool, I don't know if you're familiar with the band but the lead singer bacame good friends with Bill HIcks, he even opened several shows for Tool. Arizona Bay is an album by Bill HIcks. From wikipedia: 'The band Tool released a song, "Ænema", from their album Ænima, which repeats the theme of Los Angeles being drowned in the Arizona Bay.

@beastrevor Yes its a song called Aenema while the album (spelling is slightly different) is called Aenima. Third Eye actually has a couple clips of Bill's stand ups.
