It's called improvision. He might forget words, but he mainly does it for the sake of being original. Thats obviously why people usually don't play solos note-for-note. And whether he's improvising or being forgetful, Anthony does an amazing job here. This is a beautiful performance...

No, not unheard of, but not typical either. My son is a bass player, so I am not totally uneducated here.

Also, Flea brought Funk popping and slapping techniques into the mainstream. That also was not typical in pop until Flea came along. He was influenced by the Funkadelics, among other Funk groups and back in the 70's pop songs never incorporated Funk techniques.
