i always thought the sun represented the surreal feeling of walking through a world where everyone is joyful and carefree, when you are immersed in a personal hell. beautiful weather feels like mockery when you're dealing with trauma. (especially when you're a fictional character, and it's supposed to rain when you're feeling sad, dammit!)
so i see a lot of bitter irony in this song, which makes it interesting.

I think it's the opposite. I think it's the world that's getting worse and she disagrees with the way things are going and is trying to make it better. But, by herself, fails to make a difference against the mass of corruption and wonders if its worth fighting against it anymore.
The sun imagery really is just the sun. She simply wonders why it shines when things in the world keep getting worse and she has failed to make things better. It just doesn't seem appropriate that it would be sunny under the circumstances.

I don't know about you all, but I think it is just that she notices that other people are happy, but she never achieves happiness herself. the sun being a metaphor for happiness. It has gotten to the point where she closed her heart off to the world, and when something good happens, she cannot believe it and ignores it, telling herself that "it don't mean a thing"

I just heard it on "Make Up" very lightly in the background with Pazu in the bar talking to a man in a trench coat. In the episode where it's shown on camera what looks like him killing the face sculptor Section 9 is looking into for the creation of Kuze's face.
And she covers all those genres fantastically! I can't get enough of her music. Cowboy Bebop, GiTS, Macross Plus, Escaflowne, Wolf's Rain, its all amazing :)
