In the manga one of the kai's say he is weaker, but pure evil, meaning he doesn't care how someone dies and what not. Super Buu absorbed people, but alone he is slightly stronger then kid buu, he still has a mind, kid buu does not. Gohan is also the strongest non-fused character in DBZ by the end, stated by the creator.

Kid Buu may have destroyed planets, but super buu pointed his hand up and killed almost everyone on earth (Minus I believe Hercule Piccolo, goten and trunks. don't remember) Super Buu honestly could destroy the planet if he didn't have the kai's goodness in him. Kid Buu has no mind making him weaker then Super, but a lot more dangerous since he has no mind in the slightest.

when he absorbed the kai's. their energy was harmful to buu, instead of the kai's energy increasing his power it tuned him down to the weaker evil buu and then to fat buu. all of his unrelenting raw power was dormant after that. super buu wasn't as intelligent as kid buu either. kid buu learned moves just by witnessing them 1 time: like instant transmission. super buu couldn't understand instant transmission.

Cell could also use techniques after seeing them once. Then again he's an android. I personally feel that it's a fans interpretation for which buu is stronger. I feel super buu is more powerful because he can absorb and use powers while kid buu can just destroy. Kid Buu I feel is more dangerous then super buu though. (Personal opinion)

But Kid Buu is the most powerful unfused Buu. Any energy related to a Kai weakens Buu instead of increases his power. Super Buu still had Kai influence in hima after absorbing Good Fat buu, so his pure evil nature was restricted just like the other Buus.

Dabura :together , there are 7 in all, we can't use kibito and kaioshins energy but we can use the others, babidi agree's with this. Potara fusion has negative effects for boo's candy beam. Vegetto instantly separates inside boo's body (all due to the potara eaarings being kai made). Finally we have kai's back story say this : CONT.
