he was on test to the point where his body required it to function correctly. hrt doesn't over saturate ur system like a true cycle does. sure if he worked out he would've Putin muscle... at the same rate he would've if he was producing the correct amount of test naturally. you need atleast 3cc of test over an extended period to make any rapid gains at all. in short. working out would've done exactly the same as it would've if he didn't need the test injections.
