I'm not entirely sure what it symbolizes to be honest. The French and Algerians fighting over control of the country? That would be my guess, but I don't believe France was a primarily Muslim country.

It symbolizes the French army trying to take away everything the Algerians have, including their religion. Its all they have to hold onto and the French are trying to pull that away from them. French hand is on the top & the Algerian hand is on the bottom.
