This was from a 1979 episode of Chips. Leif played a rock star named Jimmy Tyler who crashes a Jon Baker's apartment to get away from the craziness. He performs this song at a CHP benefit.

Leif is always so cute in these old videos... I am sad I was born in 1979 and missed all of this fun! :) One thing that struck me when I was watching was that with him wearing the spandex like that and dancing (and in several other videos - not half bad on him either btw, if I do say so myself..lol)wouldn't it have been a total riot if he'd put out an exercise video back then? :)  I could see the title: Get in Shape with Leif Garrett.. haha you know a million girls would have bought it... :)

This is just like when they arranged for these girls to jump up and scream for the Beatles or whoever. It was staged to generate enthusiasm for the music. I imagine that all these television stars did this because it was easy exposure. They could promote Garrett while promoting themselves as well; they just had to act like they were really in the groove. And, I think it it's not that hard to tell that they are acting. Look at 1:05.
