They move around from places to places. So Genghis Khan might come from further east. Meaning he doesn't necessarily look like the people living in that place nowadays, but look more Asian instead. If you want Hitler just google "Civ iv hitler" and it's on one of the forum links. Some guy made a mod with Hitler as an available characters. BTW it doesn't matter whether or not Stalin was worse than Hitler. If Firaxis put Hitler into the game they wouldn't ship a single copy. Stalin they may put in because Russians don't buy games, they pirate.

Not only Temuchjin was technically a vassal of Chinese dynasty, later on his civil staff and special (siege and engineering) army units were mainly composed of Chinese, not to mention few generals. In Chinese campaign, his army often restrained from sacking and looting cities, while in Western campaigns the whole regions were devastated and ancient cities razed. Besides, ~4/5 Yuan Dinasty chief ministers were not Mongolians.

He treated the spanish with respect until they betrayed him and captured him. He did everything in his power to maintain the stability of the Aztec empire until he was murdered by the spanish.

He is also the strongest representation of a major civilization.
