No, it was just similar in design, that's all. Remember, the RE0 and 1 mansions are in the Arkley Mountains outside Raccoon City, and they're in the Antarctic here.

I very highly doubt it, as there is no mention of Alexia or Alfred being residents in either mansion at the time of their building, and the architect, George Trevor, died after the two mansions were made. If it's anything, it will be just a bit of fan-service above anything else.
