Actually they seem pretty italian numbers to me (as i am italian, i can obviously understand them pretty simple) and it's like the series is 11441241281 and so on... it keeps repeating 4 (quattro), 1 (uno) 8 (otto)... i know it's 3 years old,but still it seems like you caught a try to communicate, or something...

That noise you have there sounds just like the interference caused by power line networking adapters / homeplugs . Do you have any of those nearby? They interfere with short wave radio over quite a distance.

I read somewhere that this is a Cuban Spy Station. The message she's trying to get out are things like the EAM's by the us. She's calling out a coded message that you need a code sheet to decode the message being said or something...
