Maybe because the composer wrote it as a dotted quarter note tied to an eighth for the phrase? If you've ever read John Philip Sousa's composition of the Star Spangled Banner then you would see why he did it..
Thats a 6/4 tuba (which means very large in tuba terms). That is the HB 50CC I believe (correct me if im wrong) which is the copy of the same model Arnold Jacobs played on

That's what our band is going to at our spring concert. We have a senior tuba player and he's going to play the piccolo part.
