It's basically the developers chose. If it had been a steamworks game, there would likely not have been and troubles in connecting, but it's a Game For Windows Live. GFWL always have horrible connections when there are no dedicated servers.

Suggestion: Get Xbox version of GTA4. It's still got people on it - I have never seen a name repeat yet, even after months of multiplayer shenanigans.

Although everyone is always either in Free Mode or Deathmatch, nothing else...

@SkyeC7011 Try San Andreas on PC. Download SAMP (San Andreas Multiplayer) And I must say, it's better than GTA 4 Multiplayer. But, if you get Multiplayer, get a tutorial. It's confusing on how to do it,
