You should shoot him with the auger while the gates are still closed. Once the gates are opened, you can tag him with the bullseye and then let it rip.
I've never tried it, but you can see if you can hop inside one of those trains. If you can, hop in, and then pull out the auger. From there, aim safely inside the train and let it rip whenever the auger reticule turns red.
